"Model Loess Plateau" is considered as the most important component and the most difficult item to be broken through in the construction of the Model Yellow River . Treating the "Model Loess Plateau" as an interconnected and organic system of scientific research, the writer offers some novel viewpoints on the concepts, objectives, tasks, contents, means and implementation philosophy of the "Model Loess Plateau" construction in this paper.
