This paper describes a real - time flood damage assessment software tool developed for application to the lower reach of Yellow River. This software tool was jointly developed by the Information Center of the Yellow River Conservancy Commission and Golder Associates Ltd. Development of this software system involved innovative application of the advanced RADARSAT remote sensing, GIS and flood damage modeling technologies. This paper presents the software development approach, method of land use classification, development of the flood damage curves applicable to the agricultural land use along the lower reach of Yellow River, and a description of the software system, including the main system components, operating environments, structure of the software system, system flow chart, software development, and database design and development. The flood damage software system described in this paper has undergone successful testing. However, additional tasks remain to ensure successful filed implementation of the software system. These tasks include calibration of the flood damage assessment model parameters based on the historical or/and field data for the flood prone areas, and field testing of the software application during a flood season to detect any operational issues and make changes to the software tools if required.
