Through Systematically analyzing on the social and natural conditions, current soil erosion situation, dams construction potential, sediment reducing goal, silting land goal, the construction goal is determined as: 14 key dams, 8 medium scale and 48 small — scale silt trap dams, proportion of key dams to check dams is 1:4. According to this goal, positioning principle, thinking and schemes were put forward in further.
