After the large flood of 1998 in the Yangtze River Basin, China gradually changed its traditional way of coping with floods and adapted a new policy for flood disaster mitigation, which emphasizes on "from flood control to flood management". Since then, no other extraordinary floods occurred in large river basins in China, except for one event in 2003 in the Huaihe. From the river management approach in the Huaihe Basin and from flood diversion experiences achieved in 2003, we may clearly see some challenges and problems that we have to face along the lower Yellow River, which deserve more research and special attention.
