As a good management practice, every source of risk and its associated response in a complex project environment must have a manager/owner to manage the risk. Risk breakdown structure and corresponding risk responsibility matrix should be developed while performing risk management planning, identification, analysis and risk response development as a part of integrated risk management plan. Failure to allocate each risk & associated responses to its exclusive manager/owner raises the level of conflict amongst the stakeholders due to lack of clarity, which may lead to a crisis management situation. Management of the risks and its associated response also depends largely on the management style, decision-making skill & degree of decisiveness of the risk manager/owner in a complex project environment. Whereas decision-making skill can be learned & practiced , degree of decisiveness critically depends upon the character, personality, culture, nature and upbringing of the person. A person with very good in decision-making may lacks the confidence to take a decision when it comes to implementation of the risk response. Decision making skill & decisiveness can be mapped against each other to find out the risk scenario for individual team member and risk owners in a project team. A risk owner with very high decisiveness with poor decision making skill is more risky to project as he will take a very hasty wrong decision due to his poor decision making skill whereas a risk owner with good decision making skill with lack of decisiveness will fail to exploit the opportunity due to the long response time. This paper will discuss the risk management process and importance of risk allocation, decision-making skill & decisiveness of the risk manager/ owner for effectively implementation of the risk response in complex project environment.
