摘要

At present, the proportion of the existent buildings built according to energy-saving design standard in China is 30% in the cold or the freezing areas, 25% in the boundary between south and north areas, and under 15% in other areas. This paper analyses the primary reasons why the energy-saving design standard has not been executed very well. The characteristic of the design phase and the sense of the project management in design phase are expounded in this paper. During the procedure of project management, four primary measures taken by all the partners who participate in the project are put forward.
机译：目前，我国按照节能设计标准建造的既有建筑物在寒冷或冰冻地区占30％，在南北边界处占25％，在其他地区不足15％。本文分析了节能设计标准执行不力的主要原因。阐述了设计阶段的特点和设计阶段的项目管理意识。在项目管理过程中，提出了参与项目的所有合作伙伴采取的四项主要措施。
