Process plants used to be designed and built with only the minimum measurements required for safe operations. As regulations and compliance reporting have evolved over the years, additional measurements are now required along with verification and certification that the correct instrument has been selected for the application, is within the accuracy requirements, installed correctly, and adequately calibrated and maintained.The American Petroleum Institute (API), American Gas Association (AGA), and American Society for Testing and Materials (ASTM) all have developed and promulgated standards which regulatory agencies must recognize. These include the IRS, Foreign Trade Zone, and Alcohol (tax) regulations. Weights and Measures and Sarbanes-Oxley also recognize these standards as best acceptable for conducting commercial transactions and fiscal accounting practices.Now a number of federal and state level Environmental Protection Acts have extended their Clean Air Acts to include Greenhouse Gas Mandatory Reporting Rules (GHG MRR), including Renewable Fuels minimum production thresholds. Complying with these thresholds could introduce a complex trading market of credits and allowances requiring verification and auditable reporting.
