International co-operative global complementary production systems (ICGCPS), especially in the automobile manufacture, have been widely developed in order to transfer product design, manufacturing and management technologies and to improve the international coordination and divisions of labor. ICGCPS is a global production system with several production bases located in several countries. Each production base produces only special kinds of components and parts with the total demand required all the participating countries, and supplies them to the other production bases. Kasamatsu et al.[1] proposes a production-distribution planning model in the form of a multi-objective programming problem for the multinational corporation. Their model is quite similar to the ICGCPS. Katayama et al. [2],[3] and Hiraki[4] also proposes some mathematical models for designing of international supply network system in the form of the 0-1 integer programming problem. In this paper, we will formulate a plant location model for the ICGCPS in the form of a mathematical programming problem which considers (1) production costs of components and parts in each country, (2) transportation costs of components and parts between two countries. (3) parameters of local contents regulation and (4) trade balance among the participating countries. The proposed model is a kind of integer programming problem and we develop a way for determining an efficient plant location strategy which maximizes the total profit under the consideration of local contents regulation and trade balance. A numerical example solved using XPRESS-MP will be showed to explain and clarify the effectiveness of our model.
