This paper presents an operational feasibility analysis of a freeway diversion route usingrnurban arterials based on a microscopic simulation model. To improve mobility on therndiversion route during incident conditions, timing plan optimization and lane assignmentrnrestriction are considered. Simulation results indicate that the current PM peak timingrnplan, a designated timing plan for freeway diversion during off-peak period, did notrnimprove mobility of the arterial network. Both new optimized signal timing plan and thernlane assignment restriction favoring diverting traffic improves the mobility in the forwardrndirection of the diversion route. However, higher delays on reverse direction and crossrnstreet traffic are also observed.
