摘要

This study assessed specific measures to control serious traffic congestion during disasterrnsuch as a downpour in the Tokai area in September 2000. It was found that the drivers whorntraveled under serious traffic congestion in a downpour have several requirements for trafficrnmanagement measures. Based on the findings, we propose a new means of an informationrninteractive LED (light-emitting diode) traffic signal system to ensure a smooth flow of trafficrnunder abnormal conditions. The effectiveness and visibility of the LED traffic signalrnmessages for smoothing the flow of traffic have been assessed in this study.
