The EU 5th Framework Project: Silenda Via (Silent Road) - SILVIA - brought together the expertise of 15 partners from both the Forum of European National Highway Research Laboratories (FEHRL) and other EU organisations to produce a guidance manual for the implementation of low-noise road surfaces. The manual not only provides advice on the construction and maintenance of existing low-noise surfaces but includes information on future developments, evaluating cost/benefits, assessing performance and providing advice to the main stakeholders. It was published by FEHRL in April 2006.An important aspect of this project was the development of a classification system that allows the acoustic performance of road surfaces to be compared using a common approach, applicable across the EU. This paper describes the classification system which will enable legislators to specify surfaces to achieve given reductions in traffic noise, provide acousticians with noise performance data for use in Environmental Impact Assessments and provide enough assistance in tendering by defining specifications and validation through Conformity of Production (COP).The preferred method for classification is determined from ISO measurements of the Statistical Pass-By (SPB) and Close-Proximity (CPX) noise levels. Where CPX measurements are unavailable alternative procedures are described but these have not been fully validated.
