A New Approach to Urban Water Environment Protection: Leasing Mode and Its Risk Management of Urban Rivers and Lakes Pollution Control Projects under Public-Private Partnership Model

摘要

The water quality control of urban river and lake is a critical process in low impact development. The major challenge in these pollution control projects is the uncertainty of demand, i.e., the unpredictable project period which is highly related to the construction progress of sewage systems. To meet this challenge as well as address many other problems in these projects, this research selects the rapid solid-liquid separation as the appropriate technology with the analytical hierarchy process (AHP) method and proposed a new public-private partnership (PPP) mode basing on facility leasing to facilitate the application of this technology. The risk management strategy of this mode is then analyzed. The effectiveness of the rapid solid-liquid separation technologies, as well as the leasing mode, are evaluated in a scenario analysis.
