The 1994 Federal RadionavigationrnPlan (FRP) stated that the US Department ofrnTransportation (DOT) would terminaternoperation of the Loran-C radionavigationrnsystem no later than the end of the year 2000.rnIn 1996, the US Congress directed the DOT tornconduct a study of this decision, and to preparerna report to the Congress "defining the futurernuse of and funding for operations,rnmaintenance, and upgrades of the LORAN-Crnradionavigation system."[ 1 ] That study wasrnbegun in August 1997, and was completed inrnthe spring of 1998. The study providesrninsights into the technical, economic andrnpolitical factors which affect the operation andrnsustainment of radionavigation, and byrnextension, other highly valued governmentprovidedrnservices. Subsequently, the FederalrnAviation Administration undertook anrnevaluation of the potential for Loran-C tornserve as a complement to satellite basedrnnavigation for aviation use. That study, begunrnin fall 1998, was completed in early summerrn1999.
