摘要

Fragmented production has triggered a new round of industry transfer from developed to developing countries. Meanwhile, industry transfer appeared in the developed regions of China in response to the change of resource supply. The purpose of the paper is to probe into a pattern of inter-regional industry transfer in China. The research approach is normative analysis and dynamic analysis. The paper studies the spontaneous behavior of fragmented production of enterprise and the "locked" effect on the industry receiver in the production network formed by the behavior. And then it further studies the “antilocked” effect of the modular production network. Finally it comes to the conclusion : (1)the East developed areas should adopt fragmented production,shift some stages of production to the Midwest developing areas in China and (2)it is necessary to implemente modular strategy for breaking through the Midwest “locked” in the production network.
