This paper summarizes the results of two cooperativeecological risk assessments (ERAs) that examined thepotential environmental consequences of oil spill scenarios, twoin the vicinity of San Francisco Bay, California and one inGalveston Bay, Texas. The goal of the evaluation was to identifythe optimum mix of response options for reducing injury to theenvironment. For these specific scenarios, the participantsconcluded that only dispersant use, assuming high effectiveness,had the potential to significantly reduce environmental impactwhen compared to natural recovery. While water-column effectsincreased with dispersant use, they were not long term andjudged to be of less ecological significance than shoreline orwater-surface impacts. Aside from dispersant use, only shorelinecleanup was effective in clearly mitigating impacts, and obviouslywould not prevent the immediate consequences of the spills. Theoptimum response was viewed as involving some combination ofthe various response options. There were some issues with data adequacyin both locations, but both groups felt the information was adequate forthe analysis. In both ERAs, participants emphasized that the conclusionswere scenario specific, and that additional analyses would be necessarybefore any significant generalizations could be made.
