Clean Caribbean Cooperative (CCC), OilSpill Response Ltd. (OSRL), and East Asia Response Ltd.(“EARL”) are independent non-profit organisations establishedby members of the oil industry to provide 24-hourTier 3 response resources for their members around theworld. At considerable cost each maintains 24-hour accessto an ADDS PACK unit, the world’s largest airborne dispersantapplication system, as well as keeping equipment andexpertise available for more conventional response techniques.Considerable experience has been gained in respondingto major spills in many countries, and lessonslearnt are shared among the three Centres. Their secondaryactivities include local Tier 2 response capability, andtraining and consultancy services on associated issues tomembers. Most of these services are also available to nonmembers.In this paper the chairmen of the three Centresreview the common backgrounds of these activities anddevelop a vision of the future of this important contributionby members of the international oil industry to help minimisethe impact of major oil spills around the world.
