OSHA introduced its process safety regulation, 29 CFR 1910.119, in May 1992. The regulation required that all companies having covered processes complete their process safety programs within five years, i. e. by May 1997. Since almost all chemical processes are covered under this standard, the upshot of the regulation was to create an enormous "retro-fit" activity, as companies worked on catching up with all the requirements in a short period of time.
