Industry cluster is a common phenomenon in the space industry concentrated. In developed countries, the development of industry clusters have been very mature. A lot of industry cluster with high degree of concentration in many features and highly specialized are growing rapidly in China's Pearl River Delta, Yangtze River Delta and other economically developed coastal regions. These industries are not only the main force in regional economic growth, but also display the strength can not be ignored in enhancing national competitive advantage and guide the industrial structure adjustment. Industry "cluster", This new resource organization has become the most important and the most dynamic factor in regional economic growth.under these effects, many of China's local governments have to explore ways to nurturing and promoting industrial clusters's formation and development.
