Manufactured gas plant site wetland contamination: evaluation, mitication and compensation

This CAse Study describes the evaluation, mitigation and compensation for a Superfund site located in Burlington, Vermont, which included a former manufactured gas plant (MGP) site. The Study Area included the MGP site and wetlands adjacent to Lake Champlain. Wastes also were generated from other industrial activities that occurred on the site in the past 150 years, and urban storm sewers that discharge into the wetlands. Contaminants include polycyclic aromatic phydrocarbons (PAHs) and metals. Ecological risk at the site drove the need for remediation. Final remedial investigation which resulted in selection of a remedy was conducted within a collaborative process that involved the Potentially Responsible Parties, the community, a consortium of environmental organizations, and the state and federal regulators. One noteworthy aspect of the field studies was that they resulted in a reduction of the area that required remediation and selection of a remedy that was acceptable to the regulators and the community. As part of the site's Natural Resource Damages settlement, an off-site wetland mitigation project is planned.
