In recent years, historical and cultural town develop rapidly. This paper takes Heijing town in Yunnan as an example to analyze the problems of Heijing town in protection, development and utilization and then put forward that building of a "culture zoology towns" is one of modes to realize harmonious development among culture, ecology and social economy. The major idea of this paper is trying to find out scientific strategy to develop and protect in depth Heijing town.
