DCT coding has been a popular transform coding technique which transforms images to frequency domain coefficients which could then be efficiently encoded. Most DCT coding schemes divide the image into fixed-size (usually 8x8) blocks and apply the transform. This paper proposes a scheme for using blocks whose sizes adapt to local image characteristics. This reduces the bit-rate without affecting the reconstructed image quality. This is confirmed by experimental results.
