In performance based design, it is important to clarify the relationships among structural, economic, and social factors related to determination of target performance. The authors have identified a total of 50 factors and carried out Interpretive Structural Modeling (ISM) analysis on them. Some of the relationships came out as structural models. For example, economic development affects population density, and this influences awareness of disaster prevention. The obtained structural models might be useful in developing an action program for educating ordinary people and desingers about performance based deisgn and target reliability.
