SMC has been developing an advanced version of the DoD analysis framework for use in architecting analysis which brings to life the overall analysis framework for the NSS portfolio. This analytic effort was begun in 2004 to analyze the Space Superiority Portfolio for AFSPC. The effort however was broadly applicable across the NSS portfolio. The overall framework of the approach is derived from the well-known Department of Defense Modeling and Simulation Classification Scheme which is made up of four layers. Each analytic layer interacts with other layers, receives input streams from sources such as intelligence and science and technology sources, and produces outputs, which are fed back to the analysis system in an iterative and recursive fashion. Each of the layers attracts different classes of analysts and is rich with opportunities to build integrated product teams necessary for full spectrum decision making needed at the NSS portfolio level. In this effort we identify where a value-centric analysis input or adjustment could optimize system maximum value while still utilizing the existing analytic framework.
