Summary form only given, as follows. The nonlocal theory ofpartially ionized plasmas is presented. The solution of theFokker-Planck equation which takes into account the high frequencyelectric field, the electron-ion and electron-neutral interaction ispresented. The distribution function is explicitly computed using thecontinued fractions. The expressions of the semi-collisional transportcoefficients are deduced and compared to the results derived in theliterature
