Summary form only given. A system for performing accuratemeasurements of the complex dielectric constant of ceramic materialsfrom 26.5-40 GHz over the -195 to +250° C temperature range has beendeveloped. The apparatus is intended primarily to measure the dielectricproperties of lossy ceramics used in vacuum electronic devices. Theelevated temperature studies are needed to ascertain how the dielectricproperties will change over the conditions known to exist in highaverage power devices, while the low temperature capability is importantfor understanding the competing mechanisms of dielectric loss in thematerials themselves
