Typically, outside of fuel purchases, the majority of the operating budget at a nuclear power station is used to support so-called normals, i.e. the day-to-day staffing and materials necessary to maintain and operate the station effectively. All too often many of these activities and expenditures are neither necessary nor effective uses of resources. Unfortunately, the tendency is to assume that all things that historically have been part of normals are, in fact, necessary, and at budget time, resources are allocated to them without reassessing their value. This creates problems when budgets are limited because budget reallocations typically focus on discretionary activities, and normals are not considered discretionary.
