摘要

Current trends in the power industry indicate that independent power producers have emerged as a source in the wholesale power market. As a result of the National Energy Act of 1992, utilities are now expected to be more open to transmission access issues and to justify their decisions in this area. The cost of wheeling, beyond what is calculated from the embedded or marginal costs, should also include considerations for operational and system security concerns. These considerations rely on the comprehensive analytical evaluation of the system in the presence of the proposed transmission access. Recent requirements by FERC mandate that utilities provide their system data in a centralized database. The availability of such data certainly benefits transmission access studies and practices.
