This paper describes a method developed to integrate generation and transmission planning process and to obtain an optimum power system expansion plan. This has been achieved by incorporating composite system loss of load probability (LOLP) and utility value concept in the planning process. The initial power system expansion planing process, to plan the generation least-cost solution and appropriate transmission investment program, often cannot be realized due to financial constraints faced by developing countries. One of the methods to solve this problem is to use Maximum Expected Utility Value as an objective Junction and available expenditures and system reliability as constraints. The utility value of each project is calculated based on a project's total investment cost requirements and expected power not served cost. The probability of a project being selected is calculated using the composite system loss of load probability (LOLP). The project with the maximum utility value to the system is selected. An additional constraint of improving or maintaining the system reliability with time is also applied to the selection process. The methodology developed was successfully applied to Pakistan's power system.
