Considerations on Romanian market specific conditions are made and technical and financial limitations are presented. A quantitative performance criterion for simulator efficiency calculation is presented. Technical solutions for process modeling, image and motion system are detailed and innovative aspects are pointed out. Concrete achievements in the field of full-flight simulators (FFS) and flight training devices (FTD) are mentioned. Simulator architecture, operational aspects, as well as implementation of the components of-the-shelf (COTS) strategy are presented in order to sustain the main ideas of the paper.
