摘要

With passage of the Intermodal Surface Transportation Efficiency Act (ISTEA), a major change in the planning of corridor transportation improvements was enacted. This legislation includes the linkage of transportation improvements to regional air quality and the analysis of intermodal alternatives. New procedures have been adopted and guidelines issued to ensure that a thorough analysis of alternatives is considered in the planning phase. Before ISTEA, the Federal Transit Administration (FTA) required the completion of an alternatives analysis before approving grants for major transit projects. The consideration of alternatives in the Federal Highway Administration (FHWA) process consisted primarily of route variations for a highway project. Since the passage of ISTEA, the differences between these processes have had to be reconciled to ensure truly intermodal planning. This paper describes the experiences of the San Diego and Dallas areas with the emerging planning requirements. It concludes with observations to help make the overall corridor planning process a success.
