Developing Modified MUTCD Stop Sign Warrants: The City of Portland's Experience

Although these particular warrants may not be perfectly transferable to other jurisdictions, the methodology of the research is worthy of serious consideration by other road authorities. A major force behind changing the warrants was the realization of how significant a role the reporting requirements law plays in accident statistics.Most municipal traffic engineers are confronted with the same complaints about stop sign warrants as the City of Portland: the warrants don't recognize all of the fender-bender and unreported accidents that occur. Jurisdictions could benefit from following a similar analysis, and would gain credibility with the residents (and even politicians) by taking this issue into consideration. Because the laws vary between states, the adjustment factor would not necessarily be the same. Going through the analysis would give jurisdictions the information necessary to assess the appropriateness of the MUTCD stop sign warrants in their local application.
