This study yielded the following conclusions about freeway HOV lane safety and enforcement:1. Cost-effective physical and operational improvements can be made to improve the safety and enforceability of freeway HOV lanes.2. Improvements in enforceability often have a direct connection to the safety for enforcement personnel, HOV's and GP traffic.3. A collaborative process is desirable, allowing planners and consultants to draw upon the expertise of law enforcement and transit professionals working in the field.4. Changes in policies can help support an effective HOV program such as in the Central Puget Sound Region.
