Some of the key lessons learned by Colorado's CMS development team have been:1. Emphasize that CMS is fundamentally a systematic process for congestion and mobility problem identification and problem solving.2. Stress that CMS's importance is as a tool to assist decision-makers.3. Highlight that CMS is an integral element of the transportation planning process.4. Recognize that the CMS process will have applicability at several different levels.5. To avoid data collection "sticker shock", use an incremental approach, and6. Retain a focus on value added, not only in establishing a nascent CMS but in moving it to maturity.
