Belgium has issued in 1963 an "atomic" law which covers the licensing aspect of nuclear installations and which gives the basic standards for radiation protection. Because of the tremendous technical experience gained in the United States of America and the close relationship which was established between the USA and Belgium in the nuclear field, the Belgian Authorities decided in 1975 to refer officially to the American regulations and practices for all the technical rules. However, difficulties in using the American technical rules arose in the field of nuclear power plant siting due to the large population density of Belgium (330 habitants/km~2) when compared to the one of the USA (28 habitants/km~2). This has led Belgium to develop, among others, the concept of the double containment which allowed to conform to the American criteria.
