The paper describes a security framework for interoperable Electronic Fee Collection (EFC)systems now being implemented in Norway (Autopass). The new standards and the extendeduse of EFC cause new security challenges to be met. The framework described in this paper isa flexible and secure way of fulfilling the crucial requirements enabling EFC systems to beinteroperable with each other.
