Conversion of the WWR-SM Research Reactor in Uzbekistan to the Use of Low Enriched Uranium Fuel

The WWR-SM research reactor is a Russian-supplied reactor operated by the Institute of Nuclear Physics (INP) of the Uzbekistan Academy of Sciences, near Tashkent. The reactor is utilized in a variety of programs and primarily in the production of isotopes. The WWR-SM reactor operated initially with Highly-Enriched Uranium fuel enriched to 90% U~235. The reactor was converted in 1999 to 36% enriched fuel. In collaboration with the United States Department of Energy’s National Nuclear Security Administration (NNSA), the reactor has recently been converted to the use of Low Enriched Uranium (LEU) fuel (< 20% U~235). On the part of NNSA, the conversion project has been carried out under the Global Threat Reduction Initiative (GTRI) program. Feasibility studies for the conversion of the WWR-SM reactor to LEU were performed. Advanced very high density U-Mo fuel, currently under development, was identified as the most appropriate for converting the reactor to LEU. In 2006, INP proposed to convert WWR-SM ahead of the scheduled availability of the U-Mo fuel, by temporarily using LEU uranium oxide fuel (Russian developed IRT-4M assembly), which results in higher annual fuel consumption. Plans are for using the IRT-4M fuel until the U-Mo fuel is available. Studies were performed to determine the core configuration that resulted in no significant impact on the experiment performance of the reactor and to establish the excess fuel consumption. NNSA agreed to support the early conversion of the WWR-SM reactor to LEU and a joint INP-NNSA LEU fuel procurement was conducted. INP completed the safety analysis for the LEU core and obtained regulatory approval for the conversion in November 2007. Conversion of the WWR-SM core started in March 2008 with the insertion of the first IRT-4M assemblies. The paper describes the conversion and regulatory process that was followed, and the different activities involved in the conversion of the WWR-SM reactor to LEU.
