In May 2004, the U.S. Department of Energy's National Nuclear Security Administration established the Global Threat Reduction Initiative (GTRI). A key goal of GTRI is to protect atrisk WMD-usable nuclear and radiological materials from theft, diversion, and sabotage at civilian sites worldwide. Internationally, 100 countries are cooperating with GTRI to enhance the physical security of facilities with these materials. Recently, GTRI expanded its domestic protection activities. This paper highlights the cooperative domestic security efforts GTRI is leading in partnership with the U.S. Department of Homeland Security, Nuclear Regulatory Commission, Department of Agriculture, and the private sector to implement voluntary security enhancements at civilian facilities within the United States. Topics discussed are lessons learned, plans for expansion, and how the domestic security program complements GTRI's overall mission to reduce and protect vulnerable nuclear and radiological material located at civilian sites worldwide.
