The Austin Water Utility (Austin, Texas) has long considered root intrusion in wastewater pipes a nuisance and a primary source of sanitary sewer overflows. As roots emerge from breaks and cracks in wastewater pipes they flourish due to the nature of the nutrient rich wastewater flows. Consequently, root masses are formed within the pipes, which act as plugs that can instantaneously cause upstream wastewater overflows. The Austin Water Utility has typically relied on traditional methods for root control. In general, the Utility has utilized root saws for most root removal, but has struggled with the associated drawbacks such as pipe damage and saw wedging. Alternative root removal methods, such as chemical applications, have been previously proposed but were never studied due to public resistance. The City of Austin's Clean Water Program was created in 1999 as a response to an Administrative Order levied by the Environmental Protection Agency on the City. Its charge is to eliminate the occurrence of all wastewater overflows by June 2009 or pay penalties per overflow event. In 2003, in an effort to increase the number of maintenance options available to the Utility, the Austin Clean Water Program created the Root Control Pilot Program in order to demonstrate both the safety and effectiveness of a contact herbicide, Diquat Dibromide, on intruding roots. This paper describes the numerous tasks, both technical and administrative, involved with the implementation of the Pilot Program, as well as the execution of the program, its results, and final conclusions.
