Evaluation on Economic Benefits of Human Resources in China

China possesses the human resources incomparable to many countries, however, this advantage becomes a barrier on the road of economic construction every now and then, which has influenced the exertion of human resources effects. The method in combination of qualitative and quantitative is employed in the paper to perform study on the employment efficiency and benefit of human resources based on the brief analysis on the status of the Chinese human resources. First, service efficiency with two indices are analyzed: labor force participation rate and employment rate. They only reflect the quantities of human resources actually put into economic operation and can not show that how many human resources really play an active role in economic development and bring about benefits. Thus, the second part is to evaluate the benefits. In this part, four evaluation models are built and we find that the East has the best benefits, the West has the worst, and the Midland is in the second place. The results prove the key to human resources development is to bring the effects of human resources into full play to the largest extent.
