Hydropower projects licensed by the Federal Energy Regulatory Commission (FERC) arerequired to develop and regularly exercise an Emergency Action Plan (EAP), a responseplan for dam failures. FERC EAP functional exercises are used to exercise and evaluate thedirection and control of disaster management, the decision making process, andcommunication and information sharing amongst agencies during a dam failure-relatedemergency. These exercises also allow for the evaluation of the allocation of resources andmanpower by participants, the overall adequacy of resources required to respond to thesituation, and the adequacy of current policies, plans, and procedures. Joint exercises, thosethat include dams owned by two or more owners within the same river basin, impose addedcomplexity that has not been previously exercised as a part of the FERC functional exercisesrequirements. These joint exercises address additional complexities such as the detailedinterface and coordination between the dam owners, as well as between multiple damowners and emergency management agencies (EMAs).Alcoa Power Generating Inc. - Yadkin Division (APGI-Yadkin) recently teamed withProgress Energy to conduct the largest joint EAP functional exercise in the United Statesto date. With a primary goal of ensuring that all agencies understand and are able to usethe appropriate EAP, care was taken to discuss the differences between the two owner’sdams and the relative impacts associated with the flooding that could result from thefailure of each of the dams. The joint functional exercise provided a forum for evaluatingthe communication, coordination, and information sharing between the two owners andemergency management agencies under postulated conditions designed to providerealism and a stressful environment for the players. Additionally, the exercise allowedfor the evaluation of the decisions, direction, and control of disaster management and thecurrent emergency management policies, plans, and procedures.
