The development of modern agriculture causes the planter, the processing and the agricultural product circulation to link together closely. The agriculture whose feeble constitution characteristic is obvious not only needs to undertake the output risk (natural disaster), but also needs to undertake the price risk from the second industry and the third industry. The feeble constitution of agriculture and the public goods constitution of agricultural product circulation request government to protect agriculture. The agricultural political insurance is the best choice for the government to protect the agriculture and control the risk of agricultural income.
