A Qualitative Study on the Exploration of Challenges to the Implementation of Safety Management System in Aircraft Maintenance Organizations in Turkey

Safety management has recently started using a paradigm that “sees the world as it is” rather than “prescribing how it should be”. The Safety Management System (SMS), a product of this paradigm shift, has fairly new and different characteristics. These radical changes are expected to pose some challenges to the successful implementation of SMS.This qualitative research study sets out to explore the challenges to the implementation of SMS in aircraft maintenance organizations in Turkey with reference to the perceptions of QMS and SMS experts working at these maintenance organizations. For the purpose of this study, qualitative data werecollected from 30 participants through an open-ended questionnaire. Both inductive and deductive methods were used for data analysis. The researcher’s interpretation of analysis results suggests that the SMS entails a cultural transformation and is likely tobring about certain challenges because it has new and different characteristics. The researcher concludes that the most significant challenges will derive from the poor positive safety culture. Top management support and practices of the Civil Aviation Authority also have the potential to pose significant challenges. Other challenges are expected to result from SMS trainings and the need for the integration of stakeholder SMSs. The research results are expected to improve the success of SMS and hence the safety in aircraft maintenance as the research establishes possible challenges at the beginning of the implementation process. The results may also encourage the regulatory authority to take measures that improve the success of SMS in the launch of State Safety Programs.
