The main question the ACCHANGE project analyses is whether change within Air Traffic Management (ATM) cannot come from within the sector. Today, top-down regulation seems to be the common practice in this sector. However, in reality the result of this has not so far met expectations. Using a framework of general economic concepts such as fragmentation, home bias, monopoly power, incumbent inertia, network externalities, etc. a comparison with other sectors such as rail, electricity transmission and telecom and with the implementation of new technologies is made in order to draw lessons for the change process of ATM.
