Multi-Airport Market Development Strategies A Case in Western Taiwan

Previous research has shown that most of the successful multi-airport systems had a common feature – having well market segmentation among airports. This study, therefore, explores the potential development strategies of four neighboring airports in Western Taiwan from the perspective of market segmentation. Firstly, the current air passenger market was analyzed and market segmentation alternatives proposed. Next, a stated preference survey based on the proposed alternatives was conducted to understand passengers’ preference of the four airports. Finally, a rank-ordered logit airport choice model for market segmentation was developed. The results indicated that access time, total travel cost, number of transfers and flight frequency are all significant factors affecting passengers to choose an airport. Among the affecting factors, the number of transfers is the most important factor that determines passenger’s choices of airports. According to the forecasts, if the secondary airports are allowed to be fully connected, the local passengers will prefer to depart from the convenient secondary airport. Through analyzing the possible changes of passengers’ airport choices, this research has provided useful information regarding the opportunities/threats toward various development strategies of the multi-airport system.
