APEC (the Asia Pacific Economic Cooperation) is one of the world’s mostimportant organizations for promoting economic cooperation among countries, withAPEC economies accounting for 40.5% of the world’s population and 54.2% ofglobal GDP. Since studies on energy efficiency using decomposition methodologyhave typically focused on cross-sectional analysis, they have as a consequence oftenwrestled with the residue issue and have been unable to keep track of inefficientdownstream sectors. This study employs a multi-level decomposition methodologyfor the changes in energy efficiency in APEC economies and traces the changes usinga top-down approach. This is followed by comparing these changes withcorresponding pre-announced energy saving policies.
