"Great People's Livelihood" promotes the contents of people's livelihood's work to a high degree of service as "building a socialist harmonious society" and "taking focus on improving people's livelihood as a social construction", and even pays more attention on the coordinated development of government's social management in city and countryside, social security and public service. This article takes "construction of a harmonious society" as the background, pointing out the connotation and the times' characteristics of "Great People's Livelihood", and analyzing the anomie performances of government administration in the building of "Great People's Livelihood", and then ,on this basis, puts forward innovative practice-oriented path respectively from system operational mechanism of government administration, social security system, financial management system, law-building mechanism, communication and coordination mechanism and cultural transmission mechanism, looking forward to constructing a system of government administration which adapts with the law of development of "Great People's Livelihood."
