摘要

While highlighting the inadequacies of the hierarchical and bureaucratic approaches to public service delivery and in leveraging transformational citizen-engineered outcomes, this paper proposes collaborative governance, networks and partnership working as robust alternatives to hierarchies and the markets. This paper widens our understanding, responds to a knowledge gap and argues that the emergence of collaborative governance, effective networks and partnership working has presented compelling mechanisms for tackling complex problems which often span beyond the scope of any single organisation. It posits that the often challenging and interwoven nature of complex problems like homelessness makes it difficult for any organisation working alone to adequately resolve them. This paper also argues that collaborative governance, networks and partnership working are extensions of the NPM paradigm and new tools for effective Public Policy and public service delivery. It then proposes a Tripartite Network approach in exploring these tools as this would unleash the opportunity for service users and the partnering organisations to co-design and co-produce services. It argues that service user involvement will ensure service responsiveness, joint ownership, sustainability, user-driven value creation and the effective delivery of transformational, cutting edge outcomes for deprived vulnerable people.
