Variable Fuzzy Set Model for Watershed Water Safety Evaluation Based on Set Pair Analysis

Watershed water safety evaluation is an important part of watershed water safety management One of the difficulties in current study is to establish reasonable quantitative evaluation model in order to measure changes in watershed water safety situation. On the basis of expert consultation and investigation, the preliminary evaluation index system for watershed water safety was established and screened by accelerating genetic algorithm based fuzzy analytic hierarchy process. As a result, the final index system and associated grading standards were constructed. A new method was presented to determine the relative membership degree between assessed samples and grading standards in variable fuzzy set based on set pair analysis method. Then a new quantitative model for evaluation of watershed water safety was established, named SPA-VFS for short. The empirical research results of SPA-VFS in Chaohu watershed demonstrated that flood disaster of the watershed in the evaluation year was more serious and generally in a state of criticality safety, which indicates that investment and the total capacity of water storage projects sbould be increased, and flood control standards and degree of informationization sbould be improved in order to further enhance the safeguard degree of the watershed. SPA-VFS makes full use of evaluation information in singje index connection degree between assessed samples and grading standards. The evaluation results of SPA-VFS were reasonable and accuracy. SPA-VFS is intuitive and simple, which can be applied to various types of comprehensive evaluation problems with known grading standards.
