摘要

The essence of "Village to Neighborhood" is a kind of social interests redistribution, its value goal is to pursue development and progress and improve people's quality of life. It is to break the political and economic structure of urban-rural, urban and rural areas to promote the integration of direction toward an important measure.This article to safeguard farmers'- prospective citizens' basic rights as a starting point, from three aspects of civil rights, people's livelihood and local reality analysis about basic rights of farmers-prospective citizens. And put forward some suggestions based on civil rights maintenance, civil livelihood security and civil local reality conformance.
