摘要

At present, China has stepped into a new development stage featured by "Promote the rural areas by urban area" and "Coordinate development between urban and rural areas". Probing into the realization approach of equalization of public services becomes the common task both for governments and academics. This paper chooses Chengdu as a case study, analyzes the context and conditions for promoting the equalization of basic public services both in urban and rural areas in Chengdu, to explore the approach and strategy taken by government in the course of realization the equalization of public services. The Practice experiences of "Chengdu Model" show that: Guided by institution, guaranteed by public finance, attaching service administration mechanism as importance are the approaches to realize the equalization of basic public services
机译：当前，中国已进入以“城乡统筹”和“城乡统筹发展”为特征的新发展阶段。探索公共服务均等化的实现方法已成为政府和学术界的共同任务。本文以成都市为例，分析促进成都市城乡基本公共服务均等化的背景和条件，探讨政府在实现公共服务均等化过程中采取的方法和策略。 。 “成都模式”的实践经验表明：以制度为指导，以公共财政为保障，重视服务管理机制是实现基本公共服务均等化的途径。
